For a second consecutive year H. Raymond Fasano had the honor of presenting a panel at this prestigious event. Mr. Fasano was the moderator for the panel discussion on “Bartering for Citizenship: Malta and MAVNI.” The panelist were Margaret D. Stock and Dr. Jean-Phillippe Chetcuti. Dr. Chetcuti spoke on the pros and cons of selling citizenship in the small country of Malta. Ms. Stock discussed the ancient practice of granting citizenship in exchange for military service that has recently been embraced by the U.S. Military.
The practice of exchanging citizenship for military service and for purchase has existed since antiquity. It was commonly used during the Roman Empire. There could not be a more appropriate setting to discuss ancient practices in the modern era than in Rome where these practices first took hold.
